It is possible to compare "My answer" with “Right Answer" to get a comment, but I am afraid Power Bi doesn't allow your to enter a value in a blank cell in the first place. BTW, For your request, Excel is recommended.

Users can input values via the What If Parameters feature, but it is a range of number, or dates, and is done with a slicer typically.
Sounds like you really want to use Power Apps for this, not Power BI.
The only way I can see using Power BI is to use an Excel file as your source. Enter your answers there, then refresh Power BI to compare the right answer you put in Power BI to the data entered in the Excel table.
DAX is for Analysis. Power Query is for Data Modeling
