How to plot life span of products

I have the following data,I need to plote it using the below criteria.

Compare the average life of the pipe with the data and mark it as “Red” to show that

1)If the average life of the material is 50% lower than the lifespan mentioned above – Mark Green

2)If the average life of the material is between 51% - 90% lower than the lifespan mentioned above – Mark Yellow

3)If the average life of the material is > 90% lower than the lifespan mentioned above – Mark Red

Can any one help me to solve this problem?
