How to lock/tape text boxes and shapes into chart

I have a line chart with added shapes and text boxes.

When I resize the line chart, the added shapes and text boxes do not resize with it. In addition, the shapes and text boxes move to the background behind the chart when I click on the chart.

Is there a way to lock or tape the text boxes and shapes into chart?

Power bi has not existed features to lock different visuals and keeping their layout proportion, maybe you can refer to jdbuchanan71 's suggestion to add to item group and do group resize.

If you select all the items you can right click and add them to a group.  Then you can resize the group and they will all resize.
