I need to show a kind of popup window with some text description, when the user choose one line from my matrix then popup a text box with some detail about the record selected, Can I do that with Matrix Power Bi?

There isn't pop-ups to my knowledge.
You could use a card visual and a column that is your text for the card "text box". Then some sort of SELECTEDVALUE measure to show the relevant text.
Yes, I do something very similar in my Ohio Primary and Secondary Education Performance data stories gallery submission:
Go to Page 2. Click on one of the bubbles and information pops up. You should be able to achieve the same effect with a Matrix instead of a Scatter chart. Uses measures to return nothing (BLANK) if nothing is selected, otherwise returns information if HASONEVALUE. PBIX can be downloaded. Unfornately, Matrix visualizations do not yet support tooltips so you can't use a Tooltip page yet.
This solution is perfect but, I wondering if the Matriz has the tooltip opcion available?
