How to get an average - I'm just not getting it

I have read several posts and I am not getting it.  I have thee following that I am trying to replicate in PBI.  I have tried everything I can think of and tried to follow the solutions and it's just not happening.  Please help with my frustration.

 

I am trying to get to the monthly average.

@mdonawho  - Can you pls show the current data model that you are using?

@Avantika-Thakur   Here is a sample of the dataset.  Is this what you are asking for?

Hi @mdonawho ,
You can try creating the below meaqsures for the required scenarios :

(1) Yearly Average - Average calculated across all the months of a year 
= Calculate(Average(Value),All except(Table, Year))
(2) Monthly Average - Average calculated across all the years of a particular month 
= Calculate(Average(Value),All except(Table, Month))

Thank you for your input but again I am not getting it.  What is the All Except?
MonthlyAverage = Calculate(Average(Value),All except(Table, Month))
I'm sorry but this is like pushing a round plug through a square hole for me.;
