How to freeze my x-axis so it doesn't only show columns with data

I am running HR data and our leaders want to see termination counts by period. What is currently happening is that when I select a group via a Slicer, it's only showing the periods where terminations took place. What I want is for my leaders to be able to see is all periods, even if there were no terminations, so they can get a better look at trends throughout the year.

I am using slicers and simple bar charts.

Axis = Period

Value = Count of Employee ID (for number of terms by each period)

I tried to turn on the function "show items with no data" but that didn't work

Any assistance would be appreciated!

thank you!
