How to filter on Waterfall Charts? How should the data be structured?

I'm trying to build a waterfall chart with overall cost savings progress. This chart measures different cost buckets and then sepcific segments within those cost buckets that I want to filter by. How do I construct the data to filter by segments in each bucket?

 

This does not involve time or years. Each cost bucket is a weighted average, so I cannot sum the buckets and filter by segments that way. Let me know if I can clarify!

Please tell me what fields or kind of data do you have and if the data is in one table or in many tables.
