My end goal is to try and get the percentage difference between month in claims $. I finally figured out how to get the Previous Month in my calculated table but I am not sure how to tell it for the January values it should be blank. Can anyone assist?

Highly recommend you work on "measures" instead of "calculated columns".
Total Paid := SUM('Table'[Paid])
Total Paid - PM := CALCULATE([Total Paid], PREVIOUSMONTH(Dates[Date]))
Paid Growth := DIVIDE([Total Paid] - [Total Paid - PM], [Total Paid - PM])
In this way, your calculations will work, even if you start slicing on month groups, carrier groups, geography, etc.
