I'm just a bigenner in data visualization. I'm trying to disable 'Visual Level Filter' that make my visualization static.
More detail, actually, my I just put data in a table (Year, budget and expenses). I want this table static and the data source comes from different "Fields".
I thought when I use a different "data source", the table doesn't influence from Slicer (year).
But, It does.
How can I make data in the table static ?

If I understand you correctly, you can make use of ALL Function (DAX) which returns all the rows in a table, or all the values in a column, ignoring any filters that might have been applied to create new measures for the values you want to show statically.
For example, if you want to show the budget statically on the table, you can just use the formula below to create a new measure, then show the measure on the table.
Budget_Measure = CALCULATE ( SUM ( 'YourTableName'[Budget] ), ALL ( 'YourTableName' ) )
