How to create a target range for a gauge ?

Hello,

 

I want to make a gauge that takes my initial target value let's say 100 and can be configured to extend it into a range of Min=target*85% - Max=Target*115%.  If my current value is within this range then it'll be in green otherwise it'll be in red.

 

I am open to other vizualizations if this is not possible with a linear gauge.
