How to create a measure that filters based on records from another table?

I'm trying to create a measure that filters based on a field that exists in a table separate from the calculated field.

 

This is the DAX expression that I've made:

Measure1 = CALCULATE(AVERAGE(MyTable[Mean]), 'OtherTable'[FilterID]=9)
 
 
However, when I add this measure into a visual, it seems to be ignoring the filter. Am I applying this filter correctly?
Do I need to add in some join criteria in the calculate expression?
