I am new in power BI and would like to advise how Power BI can make below case works?
Three team members were working on three different data sets (each data set has its own measures and formulas) separately and publish with its own visuals. Now, another team members would like to combine these three data sets (including measure & formulas) and publish another new report.
Appreciate if you can share your experience in doing so, thanks!

If they are all in the same workspace, you can create a conslidated dashboard that shows visuals from the three reports.
However, if you want to create a new consolidated report and create new measures and/or visuals, you cannot. You can use Power BI Dataset connections to create new reports based on another dataset, but only a single dataset. You cannot combine 2+ datasets into a single report.
If you truly want to combine, you'd need access to the source PBIX files and copy the Power Query queries (if that is what is used) to create a consolidated set of tables then redo your measures.
