I have 2 seperate chart :-
I get below when i using cluster bar chart , below chart target amount after plot is wrong :-

It's your PBIX file not mine,
Copy Paste the table
Change it to Line and Column stacked Chart
Add the Merasure Target_ to the Line values of the visual. That's it
to see the line style dotted go Format and Shapes, choose your prefered style
Nice ain't it!
Remarque: you can use the field TARGET_AMT as well, there was no need to create a new measure TARGET_ for the Sum. Power BI takes care of that directly in the visual

Is the Group field from Dimension table or from sales or target table? maybe you can try use the group field from dimension table.

yes , it work , but i like to make use of chart to show :-
X axis = GROUP
Y axis = Sales Amt ( Green Bar )
Y axis = Target Amt ( Red Dot )
Is this what you are looking for?
