I am using a matrix and trying to get the percentage of the total and can't seem to get the right equation for the effort part in yellow.

try this measure:
Effort =
DIVIDE(
CALCULATE( SUM( 'Tablename'[Sum of Hours] ) )
, CALCULATE( SUM( 'Tablename'[Sum of Hours] ) , ALL( 'Tablename'[Speedtype] ) )
)
If this does not work, please take the time and create a Power BI Desktop file that contains sample data but still reflects your data model. Create the data using the manual input data. Upload the file to onedrive or dropbox and share the link. If you are using Excel to create the sample data share the xlsx as well.
Nevertheless, I hope the measure above provides what you are looking for.
