Doesn't look like a condition to me. You need something like
'Monthly review - DRI leevl'[DR_Closed] = (condition x)
Also, you really don't need the filter part, you can just write
DR_90%_Fill_Rate = CALCULATE(PERCENTILE.INC('Monthly review - DRI leevl'[TAT_GLB],0.9), ,'Monthly review - DRI leevl'[DR_Closed] = (condition x ) )
