How to add the holding bar above charts

Hi, 

I've downloaded the most recent version of PBI and have been trying to find how to get there bar that goes above charts/boxes that allows you to move it around easily - see where the red arrow points in the image below.

I've looked on the settings and gone through the forums but couldn't find a related question. I may also have named it completely wrong, I've been calling it bar/tab.

The bit I'm looking to add is the holding tab above charts/boxes - shown in the red box in the image. My Power BI (the most recent version) doesn't have this feature and I was wondering if there was a setting to enable it as it makes it easier to move charts around.

To  click the visual and move to the edge of the visual as the picture is easy. What is your excepted opreation?
