Here is the expression for calculating cumulative data over the time and the snapshot of data. Could you please help me how to plot it ?

You can place the calculated column in the line chart:
CalculativeTotalResponses = CALCULATE(SUM(VocUsageV0[IsResponse]),FILTER(ALL(VocUsageV0),'VocUsageV0'[PreciseTimeStamp].[Date]<=EARLIER('VocUsageV0'[PreciseTimeStamp].[Date])))
You can also create a measure in the line chart:
Measure = CALCULATE(SUM(VocUsageV0[IsResponse]),FILTER(ALL(VocUsageV0),'VocUsageV0'[PreciseTimeStamp]<=MAX('VocUsageV0'[PreciseTimeStamp])))

Create a Running Total MEASURE - all you need to do is copy your COLUMN formula and create a new Measure
In the Measure just change EARLIER to MAX
Then use the Measure to plot and the values will now be correct in the chart!
