I'm not very clear about your scenario, you could have a reference of this similar thread. If your scenario is similar with this, that should be a solution.
Usually, we could remove the top row (2) and then promote the third row as your header row.
However, if the first two rows contain valid values, we need to duplicate the table and append the duplicate table to the original table and remove the first two rows, then promote the third row as your header row and remove the bottom rows you don't need.
