How do I allow domain guests to view my Power BI reports?

When guests on my domain go to my Power BI report page, they get a message "It looks like you don't have access to this report".  When they click Request access, it just says "Something went wrong, contact support".  How do I give them access?

Is the Row-level security applied in your reports? if the members are not in the roles, then they cannot see the report although they have been granted Read and Reshare permissions.

One more thing, did you share the dashboard / report to the users directly or add the users to the workspace as members ? Could they find the reports you shared in the “Shared with me” pane? If yes, try to open the reports here. Also please clean the cookie of their browsers and try to open the link you shared again.

In addition, what is the license of these users that cannot see the content you shared.
