I want to COUNTIFS( Days Outstanding is >= 0 and Days Outstanding is <=5)

Outstanding Days = CALCULATE(COUNT('DataTable'[Days]), FILTER('DataTable', 'DataTable'[Days] >=1 && 'DataTable'[Days] <=8))
