Hiden raport level filter

I am looking for the way to filter data in the report without possibility of editing this filter by the users of report. I have one big dataset for all departments of the company. Until now, I have created reports for every department apart and shared it to proper users. I would like to know how to set a filter (which no one could touch) to have one report and only block the possibility to see a part of report for one department to users of another department. The filter in the report will be enough. It is only important for me to block editing of it by users. I’d prefer to avoid row level security.

@Lokisame I'm sure you have user identifier in your model to link which user can see which department? correct?

Yes but this situation is easier I gues. There are dedicated raports for current department. I just need to filter this. Like: Department = 1 for whole users that have acces to raport

@Lokisame how you are sharing reports with users? If you sharing thur powerbi service, you can lock the filter pane so that user doesn't have permission to change the filter value and I guess that's what you are looking.
