How to use RANKS By Ascending when take filters...

The rank by Ascending can not start from "1", Why??

and Ranks by Descending are correct after filters...

U have any blank value on Average value , please check that . 

just enable "Show items with no data " and check it  and let me know

Not work after "Year" add into the Tables and filter blank items for "Bay"...RANKS By Ascending are wrong by year sorting....
