Help with values and measures in a table combining to create bespoke subtotals data set up?

Hi if anyone can help I would be extremely grateful for any suggestions as to how to approach this.   I have two datasets one quarterly  and one yearly.   The quarterly dataset has calculated columns, show the percentage or rates from existing data columns.  The  yearly dataset the rates and % are already calculated and I've appended this data to the calucated column in the quarterly file. 

I'm trying to have a table which compares data for financial year 2019/20 to the most current year by quarter summarised at a top group.  As we have data for all LA names in the quarterly, this calculated fine, how do I get the table to show the sum for all of these to show a sum for England?  Taking into account it would need to sum the totals
