Help with ranking that ignores slicers

I have am attempting to build a report that ranks Stores, and shows that Stores ranks of certain Products vs all other Stores. My data is Sales by Product, by Store, by week. 

 

Now I have been able to create a measure which provides a ranking that works when using a table visual.

Rank = RANKX(ALL(Data[Store]),CALCULATE(sum(Data[Sales])))
 
However I would like to use slicers to refine my report page down to a single Store at a time. However when I do this the ranking is always 1. I cannot work out a way so the ranking is still based on all Stores.
 
I have looked at previous problems on this forum like this but cannot seem to adapt their answers to fit my data / needs.

For rankx measure problem, please share some simple sample data and the expected output in different scenario.
