For your scenario, you could create another calculated table with summarize and create a measure to get the average value.
Table = SUMMARIZE('download to use','download to use'[Category],'download to use'[Month],"temp",[Category_Breakdown]) measure= CALCULATE(SUM('Table'[temp]),ALLEXCEPT('Table','Table'[Category]))/12
Then you could get your desired output.
