I am working on a dashboard that represents transactions with my organization. The transactions are identified with a Unique transaction ID, and I would like to do the following:
In doing this, it will enable me to count only those transactions with a positive dollar value.

Create the following measures in your table. If the DAX doesn't return your expected result, please share sample data of your table here.
Value>0 = CALCULATE(DISTINCTCOUNT(Table[Transaction ID]),FILTER(Table,Table[Value]>0))
Value0 = CALCULATE(DISTINCTCOUNT(Table[Transaction ID]),FILTER(Table,Table[Value]=0))
