Help related with bar chart

I have a table which contains user_id, count_of users, user_distribution (If user appers once then 1x, if twice or thrice then 2-3x and so on), and index. What I want now to make this chart a relative which means for 1x (2017 value should be considered as 100% and then whatever 100+% in 2018 , and same for the 2-3x and rest).

 

How could I achive this, please guide me here.
