I would like to make a new calculated column/ measure that generate a count of a new Failure.
the condition are:
If FailureStartTime on the next row longer that 15 minutes, then there is a new failure. Otherwise there's no new failure.

You can refer to below steps to add a column to check the datediff:
1.Add calculated column to merge startdate and start time.
DateTime = DATE([Date].[Year],[Date].[MonthNo],[Date].[Day])+TIME(HOUR([Time]),MINUTE([Time]),SECOND([Time]))
2. Use above column as the index to create a calculate column to lookup value check the datediff.
Check Limit = var limit=15 var previous= MAXX(FILTER(ALL(Sheet1),[DateTime]<EARLIER(Sheet1[DateTime])),[DateTime]) return IF(DATEDIFF(previous,[DateTime],MINUTE)>limit,"failure!")
