Help in making pivot table in power bi

I have a table as follows:

I needt to make it like this:

Work UtilizationHoursAs per Mandated HoursAs per Available Hours
Self - Core Utilization276.565%100%
Other - Core Utilization00% 
Self - Contingency Utilization %00% 
Other - Contingency %00% 
Total Utilization 65%100%

 

PLease help!!

I don't know how to get the "hours", "As per Mandated Hours" from provided information?

i hope the above table makes it clear.

If it doesn't, heres and explanation:

Self - Core Utilization, Other - Core Utilization, Self - Contingency Utilization, Other - Contingency Utilization are 4 measures i have created with their percentage values. All these values are in hours. Accordingly their percentages are calculated (as per actual hours and as per mandated hours)

The above table is from an excel sheet. I need such a table in power bi.
