I have a column titled "SR Number" and a column "Hours Entered"
Each SR Number has multiple rows of "Hours Entered"
I need to write a measure to use as a filter to only show SR Numbers when "the total hours entered under an SR Number are greater than or equal to 0.75"

If you just want to filter out SR Numbers that have fewer than 0.75 hours entered from a table or other visual, you can use a standard measure to calculate the sum of hours, like
Hours = SUM(TableName[Hours Entered])
When you drag that and your SR Number onto a visual in the Values section, they'll also show up in the Filters section by default. From there, hover over Hours and click the drop-down that appears, then set it to "is greater than or equal to" and enter 0.75 in the input box.
=calculate(sum(table1[hours entered]), filter(all(table1[hours entered]), sum(table1[hours entered]) >= 0.75))
