I need your help on this:
I want to be able to tag service numbers that duplicates in this table due to access_type and CIDN. This table should be unique since this is service level but an issue wherein the duplicates may be caused by service changing access types and CIDNs. Is there a way to tag those services?

According to your descirption, I think you can create a measure, then use conditional formatting in table visual to tag duplicate service number.
Like this:
Measure = IF(COUNTX(FILTER(ALL('Table'),[SERVICE_NUMBER]=SELECTEDVALUE('Table'[SERVICE_NUMBER])),[SERVICE_NUMBER])>1,1,0)
