in
Table: Years
Colum ID = ID of 2014,2015,2016,2017
Colum Year = Year of 2014,2015,2016,2017
Colum Value = Value of 2014,2015,2016,2017

You can Append as well as Merge using the query-editor ( See image)
Alternatively you can use a DAX formula using the concatenate function.
