A pie chart, yes. A pie chart that looks like that? Not out-of-the-box and not with any custom third-party visual that I am aware of. You could try R, Python or SVG.

Power BI custom visuals including third-party custom visuals can be found here: https://appsource.microsoft.com/en-us/marketplace/apps?product=power-bi-visuals. 

However, you would need to create your own custom visual as there are no exsiting visuals providing exact same visual as above.
