I am needing to filter a graph, basically saying if the total count is <4, don't show the graph. I tried adding this to the visual level filters but did not have any luck, as it breaks it down and filters the colum totals - not the OVERALL total. Is there a way to do this?

I'm afraid slicer/visual level filter can only filter the rows in table, they can't remove a visual based on user's selection. As a workaround, you may create several bookmarks and several buttons(which present different sitution. e.g.: Total < 4, Total = 4, Total > 4) and select one bookmark as action for each button.
