Here is the business problem that I am trying to find the proper graph (if available) to.
I have customers who make actions within a year. There is no direct link between the actions (they are independent) but they are sorted in order (earlier to latest).
I need to create a graph that would show the movement of my customers between actions.
Data would look like this.
Year Customer Sequence_of_Action Action
2019 123 1 A
2019 123 2 C
2019 123 3 A
2019 456 1 B
2019 456 2 C
...
The actions are always ordered by year and in sequence for each customer. There is no missed steps.
I am looking to see something like this...
Any suggestion are appreciated.

I check power bi visuals but can't find out which type of visual can achieve your requirements. Sankey chart seems similar as you expected but it not support to analysis sequence actions steps.
Maybe you can try to use r visual with sequence functions to manually draw sequence graph chart.
