Tem como utilizar 2 tipos de rotulos de dados "Valores" em um grafico de Colunas.
Exemplo: Em uma barra uma parte utiliza Valor e a outra metade do grafico ultiliza %.

Com base no meu teste, nem o 66853 Mi é um valor no tipo de texto nem em milhões de unidades, não é possível elaborar um visual como você gosta.
Como o valor de um gráfico de colunas deve ser de um tipo, uma coluna de tipo de texto adicionada ao valor seria gerada como "count".
Se 66853 Mi for um valor em milhões de unidades, você poderá ter dois tipos de rótulos de dados "Valores" em um gráfico de colunas definindo essa coluna na série Rótulos de Dados-> Personalizar.
Mas, conforme testado, como os dois valores de tipo têm grande diferença, ele não pode mostrar o valor percentual na barra.

Based on my test, neither 66853 Mi is a value in text type nor in million units, it can’t work out a visual as you like.
Since the value of a column chart should be one type, a text type column added to the value would be generated like “count”.
If 66853 Mi is a value in million units, you can have two types of data labels "Values" in a column chart by setting for this column in Data Labels->Customize series.
But as tested, since the two type values have large difference, so it can’t show up the percentage value in the bar.
