I'm guessing you mean on a report as "dashboard" is a specific content with only one page.
You can restrict pages to specific users, see for example (6) Page (Tab) Level Security & Conditional Navigation in Power BI! | LinkedIn
But if it's possible to do I think an easier solution would just be to create two reports where you adjust the content and share to the different users depending on their permissions.
