= EARLIER ( 'Table'[Year] ) - 1
)
RETURN
IF (
total_of_pre_year <> BLANK ()
&& 'Table'[Total] <> BLANK (),

"NOT REPEATED"
)
The result will be displayed as shown below:

The most important parts are:
1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
@Anonymous , Have a separate date/year table and then try a measure like
This Year = CALCULATE(sum('order'[Qty]),filter(ALL('Date'),'Date'[Year]=max('Date'[Year])))
Last Year = CALCULATE(sum('order'[Qty]),filter(ALL('Date'),'Date'[Year]=max('Date'[Year])-1))
If you use all on your table that you consider category also in filter
if (not(isblank([This Year])) & not(isblank([Last Year])) ,"Repeated", "Not Repeated")
