I have an published (promoted) PBI dataset in a (new exp.) workspace included with @rls or all the Power BI App users with a PRO license, and this is just working great: They see their own data filtered on their business unit, but the dataset itself is included with all business units.
However, some of the users are content owners and they need to be able to create their own visualisations AND measures, and should be able to publish a thin report themselves. You can do this either in the PBI Service report environment, or in the PBI Desktop.
However, allowing these users in the workspace to connect to this dataset, you should give them at least the difference among admin, member and contributor contributor role in the workspace. Then they can find the Dataset in the PBI Desktop under Get Data from Power BI Service datasets. But here is the thing: Row Level Security is not working anymore....
I do hope someone has experience in this scenario or a similar one, or just the perfect solution I have not thought about ;)!

If you want the users can use underlying datasets to create their own report, you have grant them the right to use underlying datasets. Once the users have the right to using underlying datasets, the RLS will not work any more. So basically, it can't be done.
I'd like to suggest you to submit an idea.

In the light of my issue, is this feature somehow related (and potentially being a solution for my issue)?
