Geographical polygons (TopoJSON) over a Bing or ArcGIS map in Power BI

I have created geographical polygons to indicate postcode areas in kmz format which I am converting to TopoJSON. I would like to add them as a clickable layer over a map in Power BI. Is this possible? And if so how? Can it be layered with either Bing of ArcGIS?
