Gauge target on different granularities

Hello everyone, 

 

My problem is the following : I have a measure that I presented in a radial gauge on my report, and for this measure I have targets on the Global level, then on the country level, and again at the industry level (different from a country to another). 

I have different slicers on my report /country and /industry, so far I managed to set the targets on the industry level, so when I choose a country and an industry the target is showing correctly, but I can't figure out how to set it so when I only select a country (and all industries) the global target show up, and same thing when I don't filter anything I would like the global target to show up.

Is there a way (surely throught a DAX expression ?) to make it happen ?

Unfortunately the data I work with is confidential, I managed to recreate a sample data with generic values

A few informations : On the target sheet, I added the global targets fyi, but I cannot put it that way because the Function "target global" doesn't match with anything in my data table, thus I won't have any data showing in the gauge.

What I want to achieve is that when my slicers are in "Select all" position, the global target show up on the gauge target (for country if only the country slicers is filtering, and the global target for Europe when both slicers are on select all)

Please keep in mind that the rest of my dashboard is also linked to these slicers
