have you tried using the built in gauge of power bi? It has the possbility to conditionally change the color of the gauge, but it is a bit tricky to find, you need to hover the mouse pointer above in the correct area:

@sturlaws Yeah I know I need to use a gauge I just dont know how to split them up by region.
You have to create 4 separate gauges, and add Region to the visual filter pane for each of them, and filter accordingly, like this:
Covering the world! 9:00-10:30 AM Sydney, 4:00-5:30 PM CET (Paris/Berlin), 7:00-8:30 PM Mexico City
