Freeze a page - Don't allow edit

Hi!

 

Is it possible to prevent editing on the first 3 pages on power bi desktop, but allow create new pages and then let them create their own visualization?

I'm not aware of a way to lock a page in Power BI. You can lock visuals so that they cannot be moved:

Can you lock down a report so no one can edit it at all? Every page.  No edits other than owner.

I think the answer is No.  There should be only a view and refresh mode.  But I do not believe its possible in current state.
