I need to force all twelve months for the year to stay at the bottom of the Line and Stacked Column chart. They are there when the report opens but only the months I have in the data stay in the chart when I select an item to populate the report.
Can I accomplish this with this visual or is there a different visual that I should use to accomplish this?

Please create a calendar table which is linked to fact data table based on [Date] field.
calendar table = ADDCOLUMNS(CALENDAR(DATE(2018,3,1),DATE(2018,12,30)),"Year",YEAR([Date]),"Month",MONTH([Date]))
Rather than directly add [Date] field onto chart axis, please drag columns [Year] and [Month] onto axis. Use the highlighted drill down button to expand the chart.
Also, enable the "Show item with no data" option.
