I am trying to recreate a flow duration curve similiar to what is shown below. This can be found in an EPA pdf if you are curious. I just dont see any visuals that are used to display data in this way. I am open to alternative visuals that represent the same data. Any suggestions are much appreciated.

Based on your requirements, I made the following diagram.
Currently, the scatter chart does not support smooth lines. You might consider using R or Python script charts:

you could also post your new idea in Power BI ideas and make the feature you want coming sooner.
