You may create a measure with FORMAT function.Attached the sample file for reference.Here is the Pre-Defined Numeric Formats for the FORMAT function.
Measure = IF ( SELECTEDVALUE ( Slicer[Format] ) = "Percent", FORMAT ( CALCULATE ( SUM ( Table1[Value] ) ), "#%" ), CALCULATE ( SUM ( Table1[Value] ) ) )
