Filtering a Percentage of Accounts in a Dataset

[Alta88]

My colleague and I audit accounts built the previous day and we sample each rep by 30% of the accounts they build per day. How do I configure the data in this sample table to accomplish this sampling parameter?

My idea, you define how much of 30% account of one Rep in one day; then add a column show a randoom number (from 1 to number equal number of account in created day), then Rank the random number, and choose which row have rank <= 30% account.
