How about the result after you follow the suggestions mentioned in my original post?

we can also create another measure using following measure and put into the Visual Filter, set the condition greater than 0 to meet your requirement.

AllBlank =
IF (
    ISBLANK ( [Col C] ) && ISBLANK ( [Col E] )
        && SUM ( 'Table'[Col D] ) = 0,
    1,
    0
)
