I'm creating a report locally and then uploading it to a Report Server, I'm clarifying this because when using a measure with username I get two different values depending if I'm opening the report on desktop or the one published, for the published one I get my email for the local one I get my DOMAIN\user.
What a I need is a filter on the filter pane that comes with the manager area currently filtered based on the logged user, but the manager acccessing the report should be able to remove this filter and see al areas. And this should be a page level filter.
If the currently logged user is not on the table it should show not be filtered to any Area
As an example some data:

I think you need to use USERPRINCIPLENAME() function. Check the following quick article on difference between USERNAME() and USERPRINCIPALNAME() functions in Power BI and what do they return:
