I have built the following matrix. 10% Goal and Achieving Goal columns are calculated columns. I would like to be able to filter out the AMER, APAC, and EMEA columns by some type of splicer. An example, I would like to only display AMER and EMEA columns (or any combination of AMER, APAC, and EMEA columns) and have the calclated columns reclaculate off of that data.

I'm a little confused by your description. In your matrix visual, AMER, APAC, EMEA, 10% Goal and Achieving Goal should be different values in the same column, so 10% Goal and Achieving Goal should not be calculated columns. Could you share your expected output?

I believe you could add a slicer to your report with the category you want to filter.
I'm not sure if that is what you're looking for but you can give it a try.
